Inter-BS handover for both control and data planes is managed by the ASN-GW.  In "Profile C" RRM control is internal to the BS. In addition, the ASNGW relays radio resource management messages sent from one BS to another BS via the R6 (i.e. inter-BS handover control plane is managed by the BS)
